The Iskolar ng Bayan Carmona Cavite (IBCC) program is a full scholarship grant given to qualified but underprivileged college students of the municipality.

1. Resident of Carmona for at least 15 years
2. Incoming or current regular student at the Cavite State University - Carmona, Campus:
- Graduate of Senior High School with a General Average of 80% and above
- Currently, college regular student (until 2nd year college) the applicant must have a General Average of 2.0 and no failing marks in any academic subject in the 1st and 2nd semesters
3. Annual family income not exceeding Php 150,000.00

1. Fill out the application form	Acknowledge applicant's application through email and website Inform applicant's schedule of qualifying examination
2. Answer online qualifying examination	Evaluate exam results and scores will be ranked Inform successful applicants to submit documents
3. Successful applicant submit documents	Verify documents to establish residency, verify grades and annual income of the family. Inform successful applicant the schedule of interview
4. Attend interview	Interview those successful applicants who passed the exam with complete documents
5. Report for contract signing	Provide contract/explain to parents and scholars the content of the contract
6. Report to HRMO for enrollment	Prepare endorsement letter to facilitate enrollment of scholars.

The scholarship shall be for a duration equivalent to the prescribed period of the course leading to a Bachelor of Science Degree unless earlier terminated due to failure to comply with the terms of this scholarship agreement.
